ObservabilityProcessingStatus says how far a run's observability data got
through the pipeline that produces it.
- NOT_ELIGIBLENOT_ELIGIBLE means the run will never produce this data.
- NOT_ELIGIBLE_TERRAFORM_VENDORNOT_ELIGIBLE_TERRAFORM_VENDOR is a subtype of NOT_ELIGIBLE: the run uses the Terraform vendor, which captures nothing.
- PARTIAL_DATA_AVAILABLEPARTIAL_DATA_AVAILABLE means the run has not finished, but it already produced some data that can be shown to the user.
- PROCESSINGPROCESSING means the data has not landed yet, and is expected. The run has not finished just yet, or it finished recently and the pipeline still has work to do on it.
- AVAILABLEAVAILABLE means the data is stored and can be read.
- UNAVAILABLEUNAVAILABLE means the data should be there and we cannot find it. Usually the processing window has passed, so something went wrong: the pipeline failed somewhere, or the run never uploaded anything.
